• Michael R. Smallwood, 29, of Archer Street, McKeesport, was charged with deceptive or fraudulent business practices and bad checks after the victim, Jose Gonzales, filed a bad check report with township police Oct. 9. According to an affidavit of probable cause, Gonzalez, owner of Jose Construction, was hired by Smallwood of All Seasons Home Improvement to install a roof along Highland Drive. Gonzalez told officers he installed the roof three weeks prior to his report and received a check from Smallwood Oct. 5 for the work that had been done. Gonzalez said he went to his bank and tried to deposit the check, but there was no money in Smallwood’s account. Smallwood currently sits in Allegheny County Jail and faces other charges including theft by deception, receiving stolen property, deceptive or fraudulent business practices, identity theft, home improvement fraud and forgery for allegedly scamming a township couple (emphasis supplied).
